Test on Free. Publish commercially on Starter. Move to Creator when voice cloning or recurring output justifies it.
Pro and above make sense when volume, audio quality, concurrency or collaboration has become a measurable constraint. Do not upgrade because the plan name sounds professional.

Creator
Recurring commercial output and cloning usually make Creator the more useful starting point. Verify actual credits with your selected model.
What the credit number hides
One shared pool can fund several products. Text-to-speech, dubbing, transcription, music and audio tools consume credits differently. “121,000 credits” is not one stable number of finished minutes across every workflow.
Regeneration matters too. A difficult script with repeated pronunciation fixes may cost more than a clean narration of the same length. Budget from a representative project, not a perfect demo.
Free versus Starter
Use Free to test voices, pronunciation and the editing workflow. Do not assume free output is cleared for a monetized channel. The official plan comparison places commercial licensing on Starter and above.
Starter is the minimum sensible paid route for small commercial projects. Its limits can become visible quickly if you publish weekly, dub video or regenerate often.
Starter versus Creator
Choose Creator when production is recurring or Professional Voice Cloning is part of the job. The jump in monthly price buys a larger credit pool and cloning capability, but it still needs a real monthly usage estimate.
When Pro, Scale or Business becomes rational
Upgrade only when you can name the bottleneck: volume, API audio quality, concurrent requests, team seats or additional professional clones. At that point, compare the higher subscription with pay-as-you-go API pricing and at least one alternative provider.
API pricing is a separate decision
The official API page prices models by character or processed audio. On the checked date, v4 was listed at $0.08 per 1,000 characters and v4 Turbo at $0.04 per 1,000 characters. Developers should model characters, latency, concurrency and failed generations rather than convert a creator plan into a rough per-minute guess.
Do not choose from the table alone
Run one representative script, then compare total workflow cost with a local or competing hosted route.
